Documentation and commissioning
Design and documentation at MDA Grupa form the foundation of every project, directly determining its feasibility, timelines, and final outcome. We develop design solutions and manage documentation in a way that allows the facility to be constructed and commissioned without constant revisions, delays, or conflicts during the execution phase. We work with projects of varying complexity from local facilities to large-scale infrastructure and industrial developments establishing a clear link between engineering solutions, regulatory requirements, and real-world execution conditions.

We treat design, documentation, and commissioning as a single, integrated management process. All key decisions, documents, and approvals are handled by one team under a single line of responsibility. This approach allows projects to be brought to completion in a calm, predictable manner, without repeated redesigns, ensuring proper commissioning and subsequent registration of the facility.

In practice, documentation and commissioning are often the most challenging stages of a project. A facility may be constructed to a high standard, yet acceptance can be delayed or registration prolonged due to inconsistencies in documentation, discrepancies between design and as-built works, or errors made at early stages. We eliminate this risk through one core principle: design, construction, and commissioning must be interconnected from the very beginning. When this is the case, documentation does not lag behind reality it evolves alongside it.
How we work
Design is carried out with full consideration of real site conditions, regulatory requirements, and future acceptance procedures. We design in a way that allows the project to be built and commissioned in practice, without constant revisions. Documentation is prepared and managed in parallel with design and construction decisions.

We take into account the requirements of municipalities and supervisory authorities in advance to avoid returns and schedule delays. Commissioning does not become an unexpected final stage. By the time the project reaches this phase, documentation is complete, compliance is verified, and the acceptance process is organised in advance. Where required, we bring the process to full legal completion, including property registration and submission of the necessary data to official registers.
We start by analysing the task and the current status of the facility: what has already been completed, what constraints exist, and what goals the client is pursuing. Based on this, we build a clear project roadmap from design solutions through to commissioning and, where required, registration in the Land Register.
What does the client receive?
The client does not receive a set of services, but a completed result namely, a facility that:
  • complies with the design and regulatory requirements;
  • is accepted without disputes or conflicts;
  • is commissioned within reasonable timeframes;
  • is properly documented, with no hidden risks.

At the same time, the client does not need to independently coordinate designers, contractors, consultants, or supervisory authorities the entire process management is handled by us.
Key
service areas
  • Design
    Development of design solutions that take into account engineering, structural, technological, and operational requirements. We design projects so that they can be built as intended without continuous revisions during construction.
  • Construction permitting and documentation
    Preparation and management of all required permitting and approval documentation. We account for the requirements of regulatory authorities and the specific characteristics of the facility already at the design stage, in order to avoid returns and delays.
  • Commissioning
    Support of the final project stage, including documentation preparation, interaction with supervisory authorities, and organisation of the commissioning process without last-minute decisions or rushed solutions.
Commissioning of the facility
Analysis of the facility and documentation
The process begins with a detailed analysis of the current condition of the facility and all available documentation. We verify compliance between design solutions and the works actually executed, identify discrepancies, and assess potential risks related to commissioning in advance. The purpose of this stage is to clearly understand the current status of the facility and determine the actions required for correct commissioning.
Regulatory compliance review
We assess the facility for compliance with applicable construction regulations and the requirements of municipalities and supervisory authorities. This allows us to eliminate comments in advance that most often lead to document returns or refusal of acceptance. At this stage, a clear understanding is formed of what must be finalised before document submission.
Preparation and adjustment of the documentation package
A complete set of as-built and supporting documentation is prepared. Where necessary, design solutions are adjusted so that the documentation accurately reflects the works actually carried out. Documentation is structured not formally, but in accordance with the logic of inspection and acceptance procedures.
Interaction with supervisory and control authorities
We take responsibility for communication with municipalities, inspections, and other competent authorities. Approvals are handled in a structured working mode, without chaotic requests or repeated submissions. The client does not spend time interacting with authorities—the entire process is managed by a single team.
Execution and acceptance process
This stage includes site inspections, participation in reviews, and support during commission meetings. We prepare the facility and documentation in advance so that acceptance proceeds calmly and without last-minute decisions. All comments are processed promptly and systematically.
Obtaining the commissioning permit
Following successful completion of all works, an official commissioning permit is issued. This stage formally confirms the completion of the construction phase and recognises the facility as fit for use in accordance with its intended purpose.
Commissioning and completion of the process
Where required, we also support registration of the facility in the Land Register, updating cadastral data, and final legal formalisation. The process is considered complete only when the facility is fully finalised technically, administratively, and legally.

Who is this service for?

Design, documentation, and commissioning with MDA Grupa represent a calm, controlled, and fully managed path from initial concept to a properly completed and legally commissioned facility. We take full responsibility for the entire process and deliver a result that requires no explanations or justifications afterward.

This service format is ideal for:
  • private developers and property owners
  • developers and investors
  • construction companies
  • owners of facilities with problematic or incomplete documentation
  • anyone for whom it is essential to bring a project to completion rather than get stuck at the approval stage

Why design and documentation are entrusted to MDA Grupa

  • Individual approach

    Every project begins with a clear understanding of the client’s objectives, site conditions, and constraints. Solutions are developed for a specific facility not based on standard templates.
  • Engineering-driven logic

    Design solutions are based on calculations, practical experience, and a deep understanding of the construction process—not solely on regulatory requirements.
  • Connection to execution

    We consider how the project will be built and operated from the outset. Design is never detached from reality but aligned with actual construction and operational conditions.
  • Risk reduction

    Well-structured documentation helps reduce the number of changes, delays, and additional costs during the construction phase.
